not able to accept usb dialog

i see this issue with 2 different headsets, quest 2 

1. factory reset
2. pair head set and enable developer mode
3. plug usb 
see headset display is all black , cant see usb dialog 
notice pressing the power button the dialog flahses but disappears again

update:
tried on another pc and a mac
 it doesn't go black now.
but shows a notification that is says i need to tap on to allow file access. but it does not show in adb devices after doing so

result:
cant allow usb dialog

expected result:
its easy for the developer to set up and connect a headset , ready to use adb ect.
