Discovered this Unity bug: https://issuetracker.unity3d.com/issues/quest-3-oculusxr-artifacts-on-the-right-eye-when-subsampled-layout-is-enabled-with-vulkan-on-quest-3-in-mr seems to be a similar issue and disabling SubSampled Layout resolved the issue for my users experiencing the bug.
