Run app as system app to do operations in background of apps

Hello,

I would like to have a app to check on command as system app. Is it possible to have it? Or Can you tell te, please, how to setup this kind of application? This must check running apps and report it back to my organization. Sometimes start with another android device app on Oculus. Send some information to database of organization.

Is it possible to do it on "background" of the Oculus?
