Why does Oculus dislike the idea on Modifying Apps/Experiences on the Quest and Rift Platforms?

I'm not the one to go to in the act of modding but in the oculus community ive noticed when people do modify a game on the platform there is a warning type pop up before opening the game. Why doesn't oculus like modding and why would it be a bad thing in a development perspective?
