Why I can not set create an application on Oculus Quest platform?

Why I can not set create an application on Oculus Quest platform?
I click on the button Create new app, but I not find Oculus Quest platform. Can anybody say how to do it?

    For quest you need to first submit an application to oculus and have it approved before you can create a new application
