Developer Hub Confusing

I had a problem where I would try to upload and it would just load indefinitely. Was stuck on this for a week and tried multiple different things which did nothing. I even uninstalled and reinstalled...

i was reading the same issue and people got it working by removing the antivirus on their PC, so that could work.
