AppLab app entitlement failing for non-release channel builds since v59 OS update

App Entitlement started failing for me since my headset updated to v59. Here is the error I am getting in my Unity game when I try to play a non-release channel build:

E Unity : ERROR MESSAGE: user does not have app in library
E Unity : ERROR CODE: 7
E Unity : ERROR HTTP CODE: -1

Does non-release channel deployment not work anymore? I am trying to test my app by running directly from Unity.
