Cannot build with OVR Activity class does not exist

Using Unity 2023.2.20f1 with the Meta All-In-One SDK v69.0.1 & OculusXR Plugin v4.2.0, I tried to build a project to a Quest 3 with the OVR Build tool but I am getting the following error:

The Project Setup Tool has no issues. I've also tried again in a blank project and got the same result. I also get this result with the same project on a different machine.
