Dev Build not the same as Unity Editor Performance?
I can run my project fine in the Unity Editor and it works very well, good frame rate, audio, playability, etc etc.. all good. But when I go to do a build for a stand alone Windows 7, it does not run well at all. The frame rate is ultra slow and unplayable. I made sure the project settings, player settings, Quality settings (per Oculus SDK recommendations), and graphics setting were correct before the build. What am I missing?

If you're on Unity 4.3.0 that might be the reason, and it was fixed in 4.3.1 I believe, not too sure. - sh0v0rProtegeAs Drash said, check that you are using the latest version as there was an issue.
However if your build relies on files that you haven't copied across to the build folder the, you will be getting asserts about missing files. Check your Output.log file.
