I was able to make it work in 2020.3.

Is there a way to make it work in 2021?

    Try the Oculus  XR plugin 3.0 preview package. The release notes indicate it's for 2021.

    You can also export all scenes in your project as a package and import into a 2020.3 project.  Works very well.
