I use the Unity to do development. Do I need Oculus SDK for Windows?

My device is dk2. The Unity version is 2017.3.0f3. Now I download the Oculus Utilities for Unity(1.21.0) and runtime. But when I test,things went wrong. Do I need the SDK for Windows? Or I need something else?
