No Manifest?

So according to the latest submission guidelines, the manifest is "automatically updated during build to meet our requirements"

What sort of problem is it a sign of if no manifest file is being generated? There is no file with the name manifest or .xml or anything like that in the Android directory.

What step of the process did I miss?
