Permission issues when registering developer apps for developers

Hello, I am a developer in South Korea. We have completed the development of the app using third-party BLE equipment using Unity, and the app works normally when debugging. However, when registering an app in the developer tool, a location authority issue occurred, so the app cannot be registered. Is there a vacation to solve this problem?
