Unity versions prior to 5.3.4p5 NOT SUPPORTED on Gear VR
Please understand that we no longer support Unity versions prior to
5.3.4p5 for mobile development, and any APKs you build using these older Unity versions will be denied onto the Oculus Store.

Could this be why my app will not run on my phone since I'm using Unity 2017 instead if the ones recommended in this thread? I made a thread about it but wow I'm stuck. - ColdSpikeExplorer

I would recommend trying unity 5.6 and see if your app can build under those conditions as a means of comparison. There are still some growing pains here as we adjust our code base around Unity 2017.
I'll try it in a few. Still, I can't gain access to adb devices on my phone which sounds like it's part of the issue?
