Users.GetLoggedInUser() always return zero

Please help, I integrated oculus account login in my game used Unity.

If the oculus app was created by me, I can login with no problem. But the 'developer' members of my organization can't login using their oculus accouts.

When I call method 'Users.GetLoggedInUser()' it always return zero.

The error log is below:

[capi] ovr_User_Get: userID was zero, which is not a valid ID, ignoring request.

Unable to find AppId for package.
