Off-Platform gambling

Hi, I read on the content policy (https://developer.oculus.com/distribute/latest/concepts/publish-content-guidelines/) that real-money gambling games are not allowed, however, I would like to know if we are allowed to use the sdk for this kind of games and then distribute them Off-Platform (Sideloading).
