Sideload v81 some missing setting

I sideloaded the v81 firmware, I see changes but I can't activate the new navigator, and I can't pin applications in the horizon world. I thought I could at least enable the navigator ui which I never tried .. I'm disappointed to see that it's not necessarily included.

    I have noticed that features are not the same as firmware version. It is like buying a new home. It may or may not have a lawn, trees, ... 

    It seems that features are downloaded separate from the firmware version, and random. I have a 2, pro, and 3. All have different versions of the navigator, with my 1 account. And all at the same firmware version.
