- motorsepStart PartnerPreview 3 is out today. Also saw on UE4 forums that 4.21 is being planned to release in 2-3 weeks. So I am guessing Oculus is going to wait for final 4.21 release before providing integration ?

Not me, since I haven't used 4.21 previews yet, but I was asked by some of the devs who use UE4, if I had this issue. Apparently many people experience this issue (and Epic says they can't repro it). - AnonymousNot applicable

4.21p3 integration is out - have you tried it to see if UE4 packages release project ? - AnonymousNot applicable
Yeah I tried it out - I still have the problem with existing older projects however it does not occur with new projects so it just seems to be some older config that is no longer used in 4.21 that is breaking it. I've not had the time to find out exactly what config reproduces it unforutnately but at least good to know new projects are work - so worst case just migrate your older project to a new blank project and resetup the configs.

That's still a royal pita. Old projects (at least the ones that work in 4.20) should work as well.

I haven't worked with 4.21 previews yet, but I've seen people having issues with packaged projects (not being able to run them on Go)
