use platform for a while

Im trying to create a developer account which looks like a process of converting my existing account.

ive tried a few times (days apart) but despite validation/authentication via SMS and the account email i still cant create an account.

fully blocked from a bunch of dev features.

do we need to be avid facebook users to dev for the associated platforms?
