Why Unreal is left behind in Oculus dev ,Destinations API
I see that Unity always get the latest plugins and API for Quest development,
one example would be new Destinations API for invite friends in VR, available for unity but not Unreal,
and new avatar also not available for Unreal, is Epic and Meta are not going along , or development for
Unreal is more difficult or something that I don't know about.

I can only think that the dev team uses more unity in a daily basis, or maybe (I dont know much programming) is easier to port tools to unity (c#) than unreal (C++). The unreal branch for the version 4 of the engine is a separate install. the unreal 5 has a plugin version but I never tested it. It seems the unity allows to have a plugin integration and Unreal needs to have compilation fixes, so they build an entire engine of it. It seems the Unreal 5 kind of broke the integration of Oculus inside Unreal. I think they build the plugin and send to Epic to put in the main engine, but in the middle of the process Epic change their engine.

Yes, I too, wanted to use Unreal to learn to develop VR for Quest but have yet to figure out how to get setup for development. I was thinking I would go ahead and get the Quest Pro, but since I have had so much difficulty getting the Quest 2 setup, why get the Quest Pro! I wanted to start with Unreal 5, but both Unreal and Meta still seem to have a long way to go! Why Unreal 5.1 is available, while the documentation is so far behind!

the development for the meta quest pro is the same for the meta quest 2. of course the pro has more capabilities and techs (facial tracking and stuff). everything that works on quest 2 will work on quest pro.
The setup I think its really easy. Any doubts just ask. Its a matter of installing Unreal, setting up the android studio and some other things (there are tutorials on youtube)

Why latest Oculus avatar's builds not available for UE4 or UE5, as if that their is an hidden problem with Meta and Epic for some strange reason, so why not tell developers so maybe we can search for other solutions, very frustrating indeed ☹️
