It's working fine on my Quest 3 (v81.1034), both QuestLink and AirLink. I'm on Meta Quest Link v81.0.0.930.254 (non PTC).
Maybe try toggling Link off and on in your headset settings to force the PC to un-pair. Then reboot the PC and headset. Then go into the Link settings on your headset and pair the PC again.

I tried all that, and still nothing. I tried literally everything. It's up to Meta to fix this at this point.

What version is your Quest 3 and your Meta Quest Link software? When people say, "I'm on the latest version", that is not helpful because Meta rolls out different update versions to different people.

Both, Quest 3 and App link software are in V81

What versions specifically? I've gotten it working in PTC with Link-version 81.0.0.930.254 and Quest3-version 81.1034 (build 5131230.22000.520). As stated, Meta does not release all versions equally around the world so you may be behind.

It's not just the Q3. I have the Q2 and not only am I no longer able to connect via the cable, connecting wirelessly is HORRIBLE. The display lags and experiences shearing. The device is utterly useless at the moment. v81.0 build 5183176.11950.150. The Quest Link app on my PC shows Meta Quest Link App Version 79.0.0.1143.381. I even uninstalled, went to their website and installed it again from there.

Have you tried if it works when you enable PTC in the link app?
Settings - beta - toggle Public test channel
It will update the link app to v81. My Quest 2 is also on v81 and link doesn't work properly with v79 in the link app. After updating it to v81 again - I was downgraded in the link app to v79 before😂 - it works fine for me.
