Same here. Apparently, the Meta Quest Link app updates incorrectly. Today I sent the following message to support:
I noticed something else: The version of the Meta Horizon OS on the Quest 3 was updated to V81 through the sideload update, while the Meta Quest Link app on the PC remains at V79.
On my laptop, something strange happened several times today (due to multiple uninstallations and installations), which I could not observe on the PC: Initially, the Meta Quest Link app was installed as V81. The USB-C connection worked immediately (which also matches the Meta Horizon OS version on the Quest 3 itself). Shortly afterward, the Meta Quest Link app on the PC wanted to update and then "updated" backwards to V79. After that, the USB-C connection, of course, no longer worked (see pictures).

I had this upgrade /downgrade from v81 to v79 on the link app as well.
I think, I got the update to v81 too early(mistake?)..... usually I receice updates 4 weeks after the roll out started. This times I got it on the link app and Q2 a few days after roll out start.... Q3 remains on v79.
Then a minor update of v81 was rolled out, and somehow the mistake was corrected and I got v79 - the version I should be.
These are just my guesses about what happened..... nothing I really knowπ
You can enable PTC in the link app.... it will bring you back to v81 and link should be working again.
