I turned the public test channel on to download the beta update and it fixed the problem. it was the Oculus Link software causing the issue.
I provided the log from OculusDebugTool.exe from a time oculus link took 5 minutes to launch, I am starting to think the problem is related to the fact I don't always have internet connection, my internet connection is a hotspot from my cellphone and is Metered so if I don’t need it I keep it off.

The problem has been going on for months now and I always update the software.
I use basic windows firewall,

I don't have a solution for your issue but a slow or unconnected connection could surely cause issues.
On my issue. Today I tried AirLink again and had the same insane graphic rippling effect in my headset. Tried connecting with a cable. It appeared to be the tiniest bit better but still rippled too much to use.
I was supposed to meet up with friends so I connected via Virtual Desktop. That was rock steady. Connected to Steam and dl'd their version of VRChat. Everything installed and logged on and I was using it issue-free for 3+ hours.
It seems like I need to avoid Link for the time being. Plenty of benefits to VD as well as it displays my three monitors in a luxurious single virtual display. Can open up PC apps, cut and paste URL's and such. Quite handy I have to say.
