Not all users - including me  - have Navigator yet. It's rolled out gradually, as you can see in the release notes. Same thing for the surface keyboard.

Horizon Feed and UI changes

With v85, we will gradually begin sunsetting Horizon Feed in VR. We will also continue our rollout of Navigator, which makes exploration in VR more seamless. This will start with a small number of users before being rolled out more broadly in future releases.

Honestly, before my Quest decided to commit seppuku whilst charging, I updated to V85 and got the Navigator menu, maybe I needed to get used to it, which won't be happening until my RMA gets sorted, but it was clunky as anything and would happily stay on the old menu.
