官方给我的说法是已取消手机号验证只接受信用卡验证，经你提醒后我更换了原本的香港节点至新加坡，现在不需要双重验证就成功开启开发者模式，十分感谢你的帮助，祝你生活愉快：）

我用新加坡的时候直接跳过了手机号那一步，不知道为什么，切换过去之后直接成功了，看来是个例或者正好卡上了它的bug
