so I have an fps counter on the bottom right and for the first minute or two its fine running at 90 fps then the oculus drops lower and lower until its at 5 fps. its happening no matter what game I play and I don't know how to fix this.

Try disabling and re enabling, in device manager, my gtx card does that sometimes, especially if you use the after burner overclocking program.
