when i try to create it, it keep saying in a pop up... This is because we noticed you are using a device you don't usually use and we need to keep your account safe. We'll allow you to make this change after you've used this device for a while.
three days ago and with the same problem here. I got that message if i want to change the email, but if i want to verify the one i have it says Unexpected error, please try again later.
Seems like its a common issue and one which has been around for a long time. In my case
1) If I try to change my email from Create a Meta for Developers > Review Email I get error "Email cannot be sent. Please try later"
2) If I simply try and confirm my email to continue I get error "Unexpected error, please try again later."
3) If I try and update the email from within Account Center I get the following
" You can't make this change at the moment This is because we noticed you are using a device you don't usually use and we need to keep your account safe. We'll allow you to make this change after you've used this device for a while."
this despite trying from my phone and computer both of which I have been using daily for over 4 years!
