Hello everyone,
Thank you all for your reports and your patience on this issue! In regards to developers being unable to enable Developer Mode in the Oculus app, a new update has been pushed to fix the issue. Please update your Oculus app to the latest version (as of the date of this post) and try enabling Developer Mode once more.
Update 11/8: The fix pushed to the latest App Update does not seem to have fixed the issue for all developers. At this time we are re-opening the issue and will update this post as well as this forum thread with any relevant details.
In the meantime, many of our awesome developers have shared that verifying using a Credit Card allowed the Developer Mode option to appear.
Update 11/15: We have received reports that this issue has been fixed for most developers experiencing this issue. Please log out and log back into your Oculus app and try enabling Developer Mode once more. If you still experience the same issue, please reach out to our team at https://developer.oculus.com/support (click "Contact Us") and we'll dive deeper.

my quest is connected, and ive setup developer account, all seems fine except when i toggle on developer mode , it sais, we having problems loading this, ive factory reset everything and started fresh and it still wont work

Je suis désolé pour vous, vous ne devriez pas toucher à votre casque car le problème est récurrent pour le moment et pour le moment aucune solution n’est possible mais si vous aviez déjà un casque en mode développeur vous auriez dû le garder ne serait-ce que pour avoir des applications source inconnues

So its not only my issue. I spent whole day fixing it. But nope, nothing helped. Customer service staff didn't know about this issue... But its with everyone.

Real fix for me was doing the sorta hidden hardware reset on the device rather than depending on the app.

Can't enable developer mode on Quest 2 or Quest Pro. Same red text banner at the bottom of the screen. Did a factory reset. We are on a time crunch - please fix!

Hold the power and volume (-) button on your headset down simultaneously until the boot screen loads on your headset. Use the volume buttons on your headset to highlight Factory Reset and press the power button. Use the volume buttons on your headset to highlight Yes and press the power button.
Do this twice. Then also factory reset from the app. Then re-add to app. Pray, sacrifice a chicken.

Users have factory reset / spend hours searching for a solution. Created tweets / created tickets to Oculus support / Live Chat to Meta / Phone calls to Meta.... And guess what!!!??? No update.. NO ETA / NO FIX!!
Honestly this company is a joke!... Should of just left things alone for Standalone Dev mode. But NO!... Lets make it so users HAVE TO use the stupid Android / Ios app to enable Dev Mode and force to get authorisation before enabling.
Won't be fixed this year... Give a month and maybe we get more info. I really hope a Journalist picks this up, and gains attention to really highlight how dysfunctional this is! My own Quest 2! and I can't enable Dev Mode locally... Joke!

Welcome! Unfortunately, I still can't log into developer mode. The problem is not solved. I didn't get an update.
