Once you have the device set up with your companion app, go to the Menu tab (for right at bottom) and select Devices. Select your Meta Quest 3. Just below the middle of the page you should see Headset Settings. Tap that, then select Developer Mode. Toggle the Debug Mode on.
Note that you may need to set up and validate a proper organization through the Meta developer portal in order. You used to have to do this to use developer mode, but I'm not 100% sure. I can't test it.
Once you have that toggled on, you will get USB Debugging mode when connecting your headset to a PC data cable. You'll have to confirm that you want to allow the connection in the headset. Once you do that, you'll be able to use adb commands or developer tool apps.

I'm on dev mode but still no dice on any kind of casting incl Vitrual Desk.. at this point I'm considering a full refund on everything..

Casting? Not trying to sound like the word police, but casting is a one way stream, so virtual desktop, air link, steam link are not casting.
You don't use developer mode to do this. Again, I'm not trying to be mean, but it sounds like you don't quite understand what you're trying to do. That said, I don't mind helping.
So first let's figure out what you're trying to do. Are you trying to play PC VR on your Quest headset? If so, do you have a VR-capable PC? The video card is the most important piece.
You mentioned Virtual Desktop. To use that to play PC VR on your headset, you need to buy and install the Quest app (which it sounds like you did), then download the Windows streamer client and install it on your PC. Once you install it and have it running properly on your PC, make sure your headset and PC are on the same LAN (for most people, this would be having your PC using a wired connection and your Quest connected to your regular non-guest wifi). Then when you open the VRD app on the Quest, it should try to find a computer on your network running the streamer. It'll show up, then you select it to connect to it and you'll be linked.
It's a very laggy experience if both your PC and headset are connected using WiFi. I can go over all that too, but the best place for that would be the VR Desktop Discord server.
Before going further though, what exactly are you trying to do that isn't working, how are you trying to do it?
