After factory reset no settings menu and won't go through set up.

I have a Meta Quest 2.  It had a deleted account on it.  I did a factory reset successfully, but upon turning on the Quest 2, it goes immediately to the mode of pairing with the Meta Horizon app.  I enter the code into the app, but it does not pair successfully.   My assumption is that the Quest 2 is not connected to the wifi.  It did not go through any set up screens, after factory reset it immediately requested to pair the device through the app.  The menu button does not work to get to settings.   How do I set up the wifi in the oculus 2 when the menu buttoned doesn't work ( I press it down and a small circle appears then flickers and disappears again) and I'm forced to only connect to the Meta Horizon app?

I will do it as soon as I can find out how to contact the support team.  Doing it on the forum is easier than get help from the customer support team.
