It would be interesting to see a breakdown by country; and then compare it to the authorized country list. My hypothesis is either the 14 users are trying to use the devices from unauthorized countries, or their real names are on some kind of undesirable persons list.

I absolutely agree, this is a deal breaker. I will never buy another game from Oculus/Meta/Facebook again. Steam is the way to go! I should have known. Anything that REQUIRES a Facebook account is crap. I should have known. Ugh!
