I was hitting this same issue for a while in Unity 2020.1.4f1, and tried everything. Between updating to 2020.3.1f1, and switching it back to be Android 6.0 "Marshmallow" (API level 23), that solved it for me. Now when I run the "apksigner" it also says "Verified using v1 scheme (JAR signing): true" in addition to v2 being true. Before it would only say v2 is true. Either way, now it works. Hopefully that works for you!
