Can't Make Purchases and Can't Update Payment Method! Help!

Hello,

So I booted up my Oculus Quest (1st Model) today and I went to play some Beat Saber and I decided to buy a music pack but I got this error below. (I took this photo from another forum post but it is the exact same error) I updated the game, made sure the Quest was up to date and then tried again. Same error. After looking in to the error some more I found you could purchase apps through computer so I tried that. Again, same error. I then went to my account and removed my paypal account to try to re add it. Now it won't let me re add my paypal. I went to request support and I got to the point where it asks for my SN and it says no such serial number exists.... my account also shows i have no owned devices even though it shows all of my app purchases.
