Can't add new Device after factory reset

The button says to enable permissions, but when I click "continue" NOTHING HAPPENS. I even reinstalled the app, and went out of my way to download the app on my friends phone , just for the continue button to not work AGAIN. I have spent 40 dollars on this account, and I can't use it anymore. I can't remove the current headset or add a new one, which means I can't even USE my Meta Quest 3 now, because it's stuck in the set up screen while I'm unable to link an account to it. I also tried creating a new meta account and logging in with that one, but i immediately got BANNED as I made the account. Horrible service, horrible system, I lost all my money and I want you to do something about this. What's weird is that when I go to the PC website of meta horizons, it says no devices are connected, even though my phone says otherwise

Good afternoon, 

    I have been in chat support with Meta Verified since March 13th, it is now March 20th and I have not received any significant help in regards to my locked instagram account. I have answered all of there questions repeatedly for them to ask me the same question. They constantly state they are going to resend me a password reset link to the email that I provided but the link never comes and then the chat is put on hold for another 48 hours +. It seems like I’m not even talking to human but more of an autobot.
