Can't buy discounted games during the August sale

Hello! I received a notification about the sale - https://www.meta.com/ru-ru/experiences/section/1012608447147744/. But the prices for all applications are normal, there are no discounts. Why can't I buy applications at a discount? The same thing happened during the last sale.

I also can't use the discount on the promo code SEP30, which is currently valid. When I try to enter the promo code when placing an order (in the Horizon app on my phone and on the website on my computer), I get an error message that the promo code cannot be applied to my order. I tried to buy two games: Dungeons Of Eternity and Drop Dead: The Cabin. What's the problem with my account? Email sokoloff.rv@gmail.com, I live in Kyrgyzstan (Bishkek). Promo codes don't work for me, sales don't either. What should I do? I don't want to buy games at full price, for my region it's VERY expensive (regional prices on Steam are usually 3-6 times lower).

I always try to take advantage of a good sale when one is available so I can understand the frustration when a promo code doesn't work.

In order to keep offers fresh, Meta periodically run promotions for randomly selected customers. If the code isn't working for you then it appears that the promotion is not available for you at this time. The games are still of course available for purchase but I can see how this could be quite expensive in certain regions.

But the promo code is publicly available and the news about it says nothing about regional restrictions - https://www.meta.com/en-gb/blog/quest/labor-day-sale-end-of-summer-deals-discount-code-sep30 If they exist, I would just like to know about them. But for now it seems like some kind of bug.

You're correct, @SokolQuest. The code is promoted publicly but it still may not be available to all users. There are no specific T&Cs for this individual offer which means the default T&Cs for promotions would apply.

And I still don't see any restrictions for my region. It's not written anywhere that for some reason it doesn't work in Kyrgyzstan.

It wouldn't necessarily be for certain regions but it would be for randomly selected users. This has been the case for previous Meta promotions so I can confirm it is correct and how they run them.

@SokolQuestHave you earned any Quest Cash by referral program? On Reddit I found some comments that Meta probably may be banning users from using discounts if they used referral program. I know that it sounds unbelievable, but in Meta everything is possible.

Yes, indeed, I use the referral program and I have money on Quest Cash. So that's the problem? Is there any information on what will happen if there are 0 dollars on Quest Cash? Will promo codes and sales start working, or are they now closed for me forever, since I basically received rewards from the referral program?
