I'm not sure if people are still having this issue, but if you go to | program files > Oculus > Support > oculus-diagnostics > Oculus Debug Tool | you can force close all Oculus programs.

still an issue, atleast for me 7 years later.
quest is completely off and the only thing paired, and no matter what the app will not close.
(by the way, looking for a setting or way to keep this from happening permanently)

This still doesnt fix the issue of it running when I don't want it to. Once I manually turn it on once, it stays on forever.
