The "fix" I use, is to Right Click the Oculus Home EXE and go to Properties then check "Run as Administrator..." this will stop it running in the background.
I'm not sure if people are still having this issue, but if you go to | program files > Oculus > Support > oculus-diagnostics > Oculus Debug Tool | you can force close all Oculus programs.
still an issue, atleast for me 7 years later. quest is completely off and the only thing paired, and no matter what the app will not close. (by the way, looking for a setting or way to keep this from happening permanently)

One solution we can try is
Open your Windows settings and type "Services."
Search for "Oculus VR Library Service" and "Oculus VR Runtime Service."
Right-click, then select "Properties."
Select "Startup type," then choose "Manual."
