I have upgraded to V34 and wanted to try out the Android phone notifications on my Quest. You're supposed to initiate the feature by going to the mobile app, under "devices" and enable the "Phone Notifications" option there. My mobile app does not have "phone notifications" under "devices"... just:
wi-fi
controllers
developer mode
[etc]
... am I looking in the right place? I believe I'm on the most recent app version - there no update option in the play store. Any ideas? Maybe the feature isnt available yet for my Galaxy S21?

Same problem here. OnePlus Nord. Android version 11. This sucks as it was the only thing I was looking forward to with this update.

No ceejay if you go into the support section of oculus you can litterally find every solution they give you is either "Factory reset" or a copy paste of a certain article on their website.
P.S. not trying to put down oculus just had multiple issues not resolved using support like when my right controller started spazzing I reach out to support and asked me for things like my address, the invoice from my preorder and other things and then told me they would follow up this was months ago I eventually just bought wd-40 and ran with it.

Yeah I got that they will follow up and never did open ticket thing going on too. Still haven't heard back.

I'm also going to confirm that I'm on the latest android app (136.0.0.10.115) with my Quest 1 on the latest update (V34) and my phone's OS is Android 11 on a Moto G Stylus. Both devices are connected with the headset half on my head and on, and my phone doesn't show the Phone Notifications setting.

As a junior software engineer, I'm truly grateful for your help. I know the feeling of fixing a bug after it's published to the production. Hope to get a great news from you guys.
Btw, I'm having the same issue, using OnePlus 7T, Android 11, App Version just updated to 136.0.0.10.115, Quest 2 V34

I just updated headset and app on phone. The headset was on and on home screen. There is no phone notifications option in the Oculus app on my phone.

This is the most likely answer.

I have a Galaxy Note 20 ultra and I'm having the same problem. I have uninstalled and reinstalled the Oculus app to no avail. It keeps telling me to check the headset but there's nothing there. I tried connecting via Wi-Fi and it said check the headset, but there was nothing there.

I wouldn't do any uninstalling, reinstalling, resetting, or anything. It makes no sense that any of that would be needed for something like this. It's a missing option but the app is confirmed to be the latest version. What it comes down to is they failed to add it to the latest version of the Android app and don't realize it (or Android has them on some kind of refuser list).
