A few days ago, My quest would not connect to my internet, so I decided to factory reset it. When I did, I could connect to the internet after a few tries, but then I couldn't log in. It told me to update to the latest version. I did that, and when I tried again it said the same thing. It exactly said: "The software on your headset needs to be updated. Go to Settings, select "System update", then select Download to update your headset." I check again and again and there are no new available downloads. I get the option to use a code and input it to meta.com/device, but I also get an error telling me to please try again on my quest, even though It said I had connected on the device I put the code on.
I had the same issue. After merging my accounts to 'Meta', gets me to login, when I try and login, states I need to do an update, but no way off getting of the 'login' screen.
However, I clicked 'forgot password', which opened a browser, but also let me access the store/settings area. So, I went to 'settings', 'device', scrolled to the 'about' section, and updated the version from there.
The headset reset, updated to the 'meta' logo from 'occulus', got me to login, and then sent me a new pairing code.
All sorted now, but only by chance, I was able to get it sorted.
I suspect this mess will only change if a serious and capable development company takes over and puts some brainwork into removing all those bugs that have accumulated over time. In fact they sold us a paerweight without training us into the messed up magic of really using it.
My friend has the same problem and they refused to admit they have been working on a fix for a long time. The headset is useless. We can't pair the controllers or get it connected to wifi without controllers. They need to unlock the requirement to update in order to pair controllers and connect to wifi. Then provide a way to input new software and setup a new headset.

So, have you been able to fix the issue? I’m having the same issue. Contacted support, but do not have a solution. They are supposed to email me back. Right
Actually, yes. Because i had two Quest 2's, i had to upgrade the software on both before my phone version of Oculus would let me do ANYTHING. It's actually stupid that two hardwares (that have nothing to do with the other) can be governed/controlled by the software to that degree. The Android software, which is on my phone, was locking me out of everything because the software on my Quest 2's hadn't been completely upgraded.
