When I run the Meta Quest Remote Desktop setup.msi, the installation window appears and loads up to 80%, then it pauses for a moment, only to have the progress bar reset to zero.
I am using laptop ASUS TUF Dash F15
11th Gen Intel(R) Core(TM) i7-11370H @ 3.30GHz 3.30 GHz

I see that you're encountering issues with installing remote desktop where it just loops back to 0% when installing, I just want to double check that you have enough storage when installing it? If you do I would try to uninstall the installer and then reinstalling it again to see if it works.
Moreover you could check that you're installing it to the correct storage drive if you have more than one.
I would also check for some windows updates as that might also cause issues.

Finally you can also Virtual Desktop which is essentially the same as Remote Desktop but runs far better and provides more features. You can check it out here ->Meta Virtual Desktop
