Cant log into my main account, locked out of game library on headset

I can't log into my main account that I have all my games on. I had to start a second account and re-aquire things. I tried to log in normally and my account is set up with 2 factor authentication. I followed the directions, entered the codes I was sent from email and text message and it says "login failed". So I'll try to change my password and approach things from a different angle and even when I get to the create new password screen it will say "password failed". Then I'll get an email stating "did you just change your password?" So I will try to log in again with the new password and it still says failed. So I will go back to the forgot my password function and try the password again and it says "you can't use previously used passwords"...wtf am I supposed to do?

I tried logging out of all my accounts including Facebook and Instagram and that didn't help either.

My headset was already logged into my old account but it wouldn't let me do anything. An on screen prompt kept popping up with a confirmation code that I had to enter in the meta horizon app but it just refused to let me log in. I tried over 20 times.

Is this related to the meta/facebook account merge? If this can be resolved, I'd like a refund on the game i had to purchase on my new account. I want access to my game library.
