Clueless grandmother

So I bought my 10 yr old grandson the Meta Quest 3S for Christmas—without reading the fine print or understanding how the system works. I thought it was just another video game console, only cooler because of the VR. But when I went to buy age-appropriate games for it—there weren’t any for sale online or anywhere. Big Red Flag that I screwed up. So now, after reading the info that I should have read before I bought it, I realize the following:

1. The user needs a cell phone. My grandson doesn’t have one.  2. The user needs to set up a Meta Quest account online and games are purchased through that account. 3. A parent needs to control/monitor the account for kid users. I’m a grandmother and don’t live with the family. 
Should I return the 3S, or is there a way I can set up the account on my phone and have any purchases approved by me? There’s a baseball one he would love——any advice out there from experienced VR gamers would be GREATLY appreciated.
