Headset: Meta Quest 2
PC: Alienware Aurora R9
When entering into Meta Quest Link via Airlink or wired, my controllers are not detected. Steam Link also does not detect my controllers.
Things I have done:
I have been connecting to my PC with my Quest 2 for around 3 years now . The problem only started a couple days ago. The controllers work perfectly fine on standalone apps. It is only when I connect to my PC where the issue occurs.

I found a solution: It was to factory reset the headset. I am not sure why exactly the issue occurred or why even this fixed it, but I am just happy to be able to use my headset again.

I have the same issue. I also had to perform a headset shut down with the button--after pressing the power button, the hand controllers weren't available to access menu buttons outside of link.
Good luck!
