I have a meta quest 2. My controllers are working just fine in the home environment, clicking through the store, settings, etc. but when I click into apps (meta horizon worlds for example), they don't show up. I've restarted the headset, unpaired/paired the controllers, all the options I can find online but nothing is working.

I just went through this the last couple of days. In addition to controllers not working in apps, (outside of hitting oculus button on right controller to get menu to exit app) they also deactivated at the shutdown menu. When I hit the button on headset to shut down, menu popped up and controllers deactivated. Previously I tried a hard reset by just holding the button. Once restarted however, controllers still did not activate in apps. What finally seemed to work, is after unpairing and than pairing controllers and checking to see if they worked in apps (they did not), when I went to shutdown menu I noticed a little dialog box pop up (disappeared pretty quickly which is why I did not notice previous attempts) indicating that controllers were deactivated BUT I could move cursor by moving headset to menu choice and use volume button on headset to select. I selected restart and once back up and running, my controllers now worked in the apps. The only thing I did just prior to that was sign back into the oculus app on phone which I hadn’t done in forever to be able to unpair and than pair controllers. Something in that combination got me back up and running.

Try doing a Factory Reset. It's the only thing that worked for me.
