When ever I try to turn developer mode on I do everything but it won’t let me and it says your account has been verified but it still won’t let me.

Maybe try logging out of your smartphone app, then login again.  Restart your Quest from a proper power off state, connect to your phone app, and check your smartphone device settings to make sure developer mode is enabled (maybe even try disabling it, then enabling it again).  I needed to do this once in the past and it helped me.  Otherwise, contact oculus support I guess.
