I got exactly the same issue since I bought the Elite Strap Battery Pack.
I guess it is a hardware bad design. Unfortunately the support is completely useless. Replacing the strap with a new one will not fix this problem.
This only workaround is to unplugged the external battery.
I would really appreciate if a Oculus expert could make some comment on this issue.

tried spamming oculus support with that issue, maybe when they can recognise their extended battery, they are able to stop charging device when it has 60% and more baterry capacity. Well, I know that like most modern electronics, the Quest and Quest 2 batteries do slowly discharge even when turned off. I assume there's something that needs a steady trickle of electricity such as an internal clock or something. I have literally seen my Quest 2 go from 99% charge when I turned it off and packed it away for travel down to 85% charge during the 3 hours I was traveling to visit my dad so it wasn't plugged in. As such, a battery pack that's plugged into it draining over time doesn't surprise me in the least.
Other things I've noticed have similar behavior are my various tablets, my Microsoft Surface Go, both of my 3DS, my Switch, and my PS Vita.
EDIT: Also happens with my spare Joy-Con, my 360, XB1, PS3, and PS4 controllers, and a few other electronics. If I don't use them for a while, I need to plug them in to recharge and/or replace the batteries due to the batteries having gone dead.

This is not normal at all. I have tons of devices of which none discharge at the rate that the Quest 2 does when the extra battery is plugged in. It doesn't exhibit this behavior when the extra battery is disconnected.

should have added a powerswitch to the cable so you wont need to unplug it every time

Meta really needs to fix their firmware so the discharge doesn’t happen with the elite straps. Users constantly having to disconnect and reconnect the USB C cable from the quest 2 would seemingly cause unnecessary wear and tear. It’s silly that we have to jump through hoops to solve this problem given the high cost of the elite strap. Meta are you listening?
I just ordered a usb C on/off switch to put in line but it will likely look clunky but maybe will allow me to disconnect the elite strap from the quest 2 without having to physically unplug.

Hi all! Same issue here, battery of the strap goes down if left plugged in, I’m seriously thinking to buy that USB C On/Off switch!
