This issue happens in Meta Browser and YoutubeVR. Have a Quest 2, i am in Immersive mode and want to exit Immersive. I hit Oculus button on right controller. Option to Resume or Exit. Hit Exit and screen returns to Passthru mode. No control panel showing. None of the control buttons then do anything but beep. No change to screen. The only way out is to Power off or Restart.
This started happening a few weeks ago. I am up-to-date on all app versions and Meta OS. ( maybe that is problem 🙂 )
I submitted an issue, with error report etc, from the device but received NO feedback from Meta. Do they listen/care?

I think the problem is related to how the device 'remembers' the current boundary. I use the device mostly in a stationary position, therefore i select the Stationary boundary. In between sessions, I hit power button to pause/sleep the device. ( i do not pwr off and restart each time). In the past, that never caused a problem.
My current workaround is to: before entering or resuming the browser or youtube vr, first go to setup and force the boundary to Stationary. Only then, do i not have the 'exit immersive, hang' problem. Since Meta cares more about Closing open tickets, that looking at problems, I will go ahead an accept as a solution.
