I am very disappointed in Oculus tech support for not being able to figure this out. I have wasted hours trying to get this working. I shouldn't need to be a "developer" in order to connect to my PC.
If anyone else comes across this thread try enable developer mode. It isn't difficult to enable. You need to log in the website and authorize it first then turn it on using the app on your phone.
