If you have a non functioning controller, DO NOT FACTORY RESET YOUR DEVICE. It will most likely not fix your problem and your device will become an expensive paperweight as there's no way to get past the controller setup screen without two functioning controllers and Meta has no intention of changing this any time soon, if at all.
Also, if you order controllers from Meta be prepared for a very long wait before receiving. I canceled my order after waiting a month. It's order status was still in the being prepared stage. Support didn't give any more information than could be seen in the order page.

Im still having the same issue going on 2 years now. like when this be fixed. i still cant get past the connect controllers screen. Meta your really making it difficult for people to want to buy more of your products with this types of issues happening and there being absolutely nothing done about it. Like come on i wanna play some vr.

Hey there! I didn't read through all the forum, but found your comment was quite recent. If I am repeating anything someone else has already mentioned, then disregard entire and I apologize. I had bought a new headset, and was planning on using it with my old controllers, but like you, i couldnt get past the pairing controllers screen. What i did that worked was go on my oculus app on my phone and went to menu>devices>connect new device. From there you will pair the headset to your old account from the previous headset. After that/if you did that already, again, click on the newly paired headset. Under manage your device, it will say headset settings. click controllers and from there you will be able to pair the controllers to THAT headset only. When you successfully pair them they should do the vibration they do when you first turn them on usually. Now, if you still have an issue from there, you might have to go to the other headset listed (the old one) and unpair the two controllers first before adding them to the new one if that makes sense?? after pairing them through the app, you should be able to use the two controllers during the controller pairing step of the setup on the headset itself! I hope I helped in any way
