Friend bought Ghosts of Tabor but can't play even though they're above the age rating

my friend bought ghosts of tabor recently. around a week ago when he was in a different country he tried to play ghosts of tabor but it said pegi 16 and wouldn't let him play. he has tried turning of parental controls but he still cant play. how does he fix this?

there is nothing to fix.

He can play it, if he is at least 16.

If he is younger, he cannot play it.

Btw. in my country you even have to be 18.
