Frustrated with Support and installing Rockband VR with DLC

Meta/Oculus support have been wasting my time with an issue surrounding a download and install of Rockband VR.

 

I have 100+ games in my library.  I have recently formatted my pc and installed 90 of those games, but Rockband will not download.  It grabs 8kb of the files then fails.  The error is:  "We're sorry, we couldn't install Rock Band VR. Visit Oculus Support to get help".

 

I have a few DLC packs with this game and spent a bit of money on it.

I've tried:

 

1. Multiple computers - Oculus support blamed my pc and my drives. I have my library on a V: drive.  I have done so since 2016.  I can recreate the issue on computers at my home and work with single drives.  Everything installed in the default location.  They seem to want me to set up my libraries in their default locations.

 

2. Multiple operating systems - formatted my machine to windows10, then 11 (crap performance) back to 10 again.

Oculus support blamed my windows install.  I have formatted a laptop and a Lenovo mini desktop to windows 10 and attempted this download and it fails with the same error. 

 

2. Multiple networks, 4g, 5g connections, a DMZ environment at my workplace, my workplace's secured network and my home network.

Oculus support blamed my firewall.

 

3. Captured the files from another Oculus folder (Oculus\Software\harmonix-rockband-vr\ folder) which the desktop software found, but then immediately said it needed updates.  The only updates I an think of is DLC. Since the downloaded files were from another account with NO DLC. 

 

Since I have changed computers AND networks. The issue must be with my account or my DLC associated with the game. 

 

I'm really disapppointed with the "help" they have been giving me.  I've been asking them to temporarily take DLC off my account.  Instead, they want to me drive other locations, get rid of my 4TB V: drive.  WHich is my VR gaming SSD.  Check my firewall.  All mickey mouse troubleshooting basics.  It's like they don't understand what I'm eliminating by changing locations or computers.
